Portland is a hellhole, I have never seen so many homeless people living & shitting in the streets except when I was in India. At this point, Portland needs the federal government to take over day to day operations as the everyday citizens are not been served.

Declare a state of emergency. Surround it with tanks and infantry, concertina wire and vehicle barriers. Patrol boats inn all waterways.
Announce a mandatory evacuation is happening due to a lethal biohazard, so people feel compelled to leave for their own safety.
Check ID at every exit point. Compare all people leaving to a facial recognition and biometric database of all rioters.
Haul every lowlife out to a detention camp for intensive rehabilitation. Temporarily resettle law abiding citizens in hotels in other communities.
Bombard the city with high levels of radiation. Intense but with a very quick half life. The radiation kills the fecal matter, rendering the city safe for habitation again.
Treat it like Chernobyl. When they all die out because of their own stupid choices, and the deadly radiation Leftists leave behind has worn off, then we'll reclaim it.

I moved to Portland 3 years ago. You are so right. Never seen so much trash and homeless zombies in my life. All white people btw. Down 33rd avenue heading toward the river you will see over 30 RVs parked along the street all trashing the crap out of the place. Its insane.
