Declare a state of emergency. Surround it with tanks and infantry, concertina wire and vehicle barriers. Patrol boats inn all waterways.
Announce a mandatory evacuation is happening due to a lethal biohazard, so people feel compelled to leave for their own safety.
Check ID at every exit point. Compare all people leaving to a facial recognition and biometric database of all rioters.
Haul every lowlife out to a detention camp for intensive rehabilitation. Temporarily resettle law abiding citizens in hotels in other communities.
Bombard the city with high levels of radiation. Intense but with a very quick half life. The radiation kills the fecal matter, rendering the city safe for habitation again.
