The only reason they are claiming they will still drive the same routes is that way they can bill for the entire payroll, as well as the variable fuel and maintenance costs the county is accustomed to receiving.
You don't get any of that variable cost money back unless you claim the buses have been used. Those fuel and maintenance costs are a big part of that budget.
The payroll is just the most political expedient excuse.
