The coroner is required by certification guidelines to list the exact time of death, if an exact time of death cannot be determined they are required to put approximately prior to the time, as these are legal documents that may be used in court as factual evidence. This is according to the official CDC guidelines as well for all coroners in the US.
If he was in a vegetative state, or on life support that would also be included in the coroners report as well as the physician report post mortem.

Legally, he did not die at the scene. However, it's quite possible that he biologically died at the scene.
