Nevertheless if you do want to make a film raising the issues of sexualisation of children I can see why that film might well depict sexualisation of children. Im not saying that it is, but you can still portray the message without actually doing it...for instance you could hire younger looking 18 year old actors to play the minor children...or you could show the sexualization in ways that aren't exploitative for example if you wanted to show that they flash their breasts you can film that from the opposite angle so the audience understands the act happening but doesn't show their actual breasts...of course the film would still be controversial and probably still unpalatable to most but at least its finding ways to prevent actual exploitation of minors in the process of getting an anti exploitation message across

I like the movie “Welcome to the Dollhouse” as that was an indie “coming of age” movie where she learned some sexual phrases, but she didn’t understand them at all and that made it believable and relatable to what kids experience.
