The CDC site has a page where they compiled 70+ years of mask research and found that cloth mask "provide no significant protection from influenza." The funny thing about that is flu strains range from almost the exact same size as covid, to slightly smaller than covid.
I saw someone the other day with a mask around their ear and the inside was brown with filth while the mask was white. I did not want to be anywhere near that person.
I've seen several photographs from that period where drivers on public transport were wearing a cloth mask (sorry, no links) but I've not seen any where the general population wore them en masse.

Ugh. Tobacco stains? At least they could rinse the mask in a sink.
They also tried to win a war in 1918 by taking big groups of men out of trenches and making them run into machine gun fire in the open.
We don't do certain things after awhile because we should know better.
