No, but I think some pedes who've been watching his account activity want to head off a lot of "feeding the troll" and downvoting very supportive comments is one way to alert people. Not saying I agree with doing that, but I don't think the intent is hostile. Downvotes only appear on the thread, and don't affect the user's total comment score, which is just a sum of all upvotes.
There is no downvote option for posts. Downvotes on replies (comments) do not get calculated into the user's total comment score. E.g. if you look at my comment score, then go to my comment history and downvote the first 10 comments, and go look at my comment score again, the score will not have changed. But if you do the same thing only you upvote the first 10 comments, my comment score will have increased by 10.
