Graham is part of what's called the "Uni-party." He believes that we can keep the bloated status quo of Washington humming along and keep the skeletons of both parties in the closet as long as we're playing nice-nice.
The Kavanagh hearings pushed him over the edge because it was "our turn" to get a justice approved the same way it was Obama's with Kagan and Sotomayor.
While he's actually a very approachable dude and tries to be a good guy, he fears disrupting the status quo because of 1. The skeletons 2. He likes the status quo and 3. he fears retribution from others in the uni-party.
He is the epitome of the swamp, but he also believes he's doing good by maintaining it. It's sad because he lives in a time in politics that is long gone. Edit: A time where the radical left wasn't as bold as it is today.
