Most of what they do doesn't require the higher level (more expensive) training or travel-readiness of the Secret Service, and we sure as hell don't want the local DC police force in charge of policing the Capitol complex or protecting members of Congress as needed in and around DC.
I'm not familiar with what you're referring to, but presumably they have certain areas they're responsible for keeping clear of unauthorized and misbehaving people. The riots are mostly, if not entirely, outside the Capitol complex and are being addressed by DC police, National Guard, US Marshals, and where appropriate, Secret Service.
