I think not letting anyone clear dead brush for decades was the plan all along. They wanted the forests to get to a point where fires were inevitable because they were going to get people to think fires were started by "climate change". Even though it makes no sense
and maybe by supporting your police, having the police implement the "Broken Windows" policy and placing value on quality of life issues in your cities you might not have anarchist freaks running around in your forests burning your state down.
The funny thing is, whatever marginal environmental gains banning plastic straws achieved was more than cancelled out by the millions of surgical masks lying about pretty much everywhere in public. Probably enough surgical masks laying around in San Francisco to cover all the poop.
