this is a kid, his gun hand barely comes up to window level, and I was a little league coach and he runs like a young man. He was probably told he wouldn't go to jail cause he was to young, most killings are by youngster under 17, even for gang members
I think it may just be distortion in the video. The person who walks from right to left in the background at the end also looks very short, and the police vehicle looks a bit short/wide.
Glad to know they haven't got the little kids doing police executions yet. But we'd better get things under control fast, or that will start happening.
