Painting a picture of the President of the United States isn't "too political". Literally no government funded institution at any level should ever take down or deem a portrait of the President to be "too political". Heck, failing inner city schools had choirs of children singing ballads about Obama the first couple of years Obama was in office.
The SCOTUS has already ruled on it too. Students do not leave their Constitutional rights at the door of the school building. Unless this school district has a policy banning all political speech and depictions of any elected politicians throughout the school district, the student is well within his rights.
