I think if the majority of the scenes weren't focused on sexualizing 11 year olds (don't know the actresses official ages) and focused more on contrasting her family's traditional culture to that of the western world the film could have worked out. That said 90% of the scenes felt like the target audience was pedophiles.
I'm nervous of watching this movie - I went dark web to source a few clips, and it's pretty obvious that watching it in my country would violate the letter of the law; I'm not even kidding. There is a fully visible nip slip in this film, and it's not of the innocent variety either.
Now if this film were animated and employed +18 seiyu, it would still be controversial, but they did this live action with real children. It also came out that 650 little girls auditioned. That's a lot of child sexualization to make a film against child sexualization!
