I think it's actually worse than that: Two lowest rated >1000 vote YouTube videos I know of have significantly lower than 3% average rating.
Agreed. The amount of user ratings on Rotten Tomatoes has been stuck at 1,047 for days even though the amount of critic rankings has been increasing. Makes me wonder if they’ve just blocked new ratings and it would actually be way lower than 3%.
Rotten Tomatoes is useless, and this isn't the first such anomaly ...look up what happened to The Rise of Skywalker for the worst example.

the hyper sexualized dance scene is the end of the film, and the character breaks down crying in the middle of it and goes home to her mother / family

I'm not going to watch it so I'll take your word for it. Remember the left uses doublespeak. So they create child pornography and get away with it by saying the move is against it.
I think if the majority of the scenes weren't focused on sexualizing 11 year olds (don't know the actresses official ages) and focused more on contrasting her family's traditional culture to that of the western world the film could have worked out. That said 90% of the scenes felt like the target audience was pedophiles.
I'm nervous of watching this movie - I went dark web to source a few clips, and it's pretty obvious that watching it in my country would violate the letter of the law; I'm not even kidding. There is a fully visible nip slip in this film, and it's not of the innocent variety either.
Now if this film were animated and employed +18 seiyu, it would still be controversial, but they did this live action with real children. It also came out that 650 little girls auditioned. That's a lot of child sexualization to make a film against child sexualization!
