Police, and citizens in self-defense and in the immediate defense of others, are allowed to employ lethal force against someone attempting to murder someone else. And they should; if you intentionally block the entrance to an emergency room, you're not only not peaceably assembled, you're attempting murder, and should be shot.

I don't like the idea of a surveilance state, but if it caught assholes like that and prevented future asshole actions... I might be in support of it.
