My tour guide said he hated the Communists. So, I’m on a tour and the tour guide points out the nice homes. He says, “that’s where the politicians live.” Everyone else lives in a hovel. But wait, there is more! As we drive around, our tour group notices a lot of unfinished buildings. We ask about this. The tour guide outlines your post above. Corrupt people get a contract. Start building, them pocket the money and abandon the project. Oh, and the ex-pats (Europeans and Americans) basically state if you want anything done, you bribe a politician.
Every USSR country in the world is the same. (USSR is an idea, I know for many it'll be hard to grok, but trust my years of communist polit-philosophy that started in high school, their pipe dream was to turn the whole world into USSR, not just the Russian Empire.)
