It can succeed. Before the end of segregation there were many very successful black neighborhoods and schools. Paul Lawrence Dunbar School in DC used to get better test scores than most of its white counterparts, for example. Thomas Sowell wrote about it in Black Rednecks and White Liberals. I’m thinking it will all depend on their economic philosophy and family structure, like all enterprises.
