Hard core gangster rap destroyed the inner city black culture and was well on its way to infect white kids too but never got the same hold. The majority of whites took it as entertainment and not a life choice.

The welfare state certainly had a large role in bringing down black culture but hard core gangster rap got right behind it and pushed for all it was worth and sent it on a nosedive. You can trace the rise of super violent gangs and the drug culture right to it. Did those exist before? Yes but again it wasn't culturally accepted. Free speech is the right to speak out about corrupt government without that government gagging you not free reign to promote violent lifestyles which undermine civilized behavior. Life in the inner city is a tragic parody of the hardcore rap culture that took it over.
