They also want to be the "voice" of the police by being they first point of contact for questions or concerns about policy, etc. So If I had a question on why, say when I got pulled over and they had two extra cars respond, instead of me talking to a supervisor they would ask them on my behalf and tell me what they said via a report. This would supposedly "free up" police resources and build trust.
All that you would need to do is write a letter to the City Council to say you are interested in and your name would in in the hat. No LE or public safety experience necessary. My local PD has gone way above and beyond the state standards for accreditation, training, policy, etc yet that is still not enough. Luckily their petition has only got ~200 signatures out of 50k residents and has been stuck their since early June. every time the the same half dozen people push that BS on FB they are roundly told to STFU.

They fled Switzerland because they were being killed for their beliefs, and they fled Russia because the government was planning to seize their lands and kill them for their beliefs, which is how they ended up in North America. Persecution isn't exactly the same as a war, but I have never heard any stories where Amish people have defended themselves physically against an attacker. I don't live near them, though, so those stories may exist and I just haven't heard them.
I do see here that they prefer the term "non-resistance" to "pacifism" because of the limited definition for pacifism that you pointed out. Part of this is their refusal to sue in a court of law or hold political office because it bears coercive force.

Then George Floyd happened and suddenly DA's across the country were not prosecuting the crimes being committed. Suddenly those safeguards had vanished.

It's actually a pretty good documentary from PBS Frontline. Most of Frontline's overseas documentaries are well researched and enlightening.
