This is a bit imprecise. Culture has lingering effects. Both behavior creates culture as culture creates behavior. It sort of a feedback loop problem.
There are permanent stable physical systems (temperature and entropy, springs, electric charges, chemical elements and equilibrium) which must have a "restorative force" to direct the system to the equilibrium condition (past a transient period) or it simply won't survive the test of time in nature.
Artificial systems need not be stable. And in the culture-behavior closed loop, we can see positive feedback systems for good (asian tiger moms being strict on schooling and the achievement of those generations producing ever increasing value for society and higher education) or for bad (crime subculture, parents illiteracy, low-achievement media celebrity culture, etc producing ever more stupid people and behavior).
This does not diminish the core argument of the text, it still shows that all that's been already tried fell short of providing enough impulse to transform the vicious cycle in a virtuous one. However it is not a black-skin-people problem, but a black-mentality-people problem which idolizes scumbags over Thomas Sowell. We must then take "black and white" not to mean skin tone, but behavior.
The experiment has failed. Not because of culture, or white privilege, or racism. The fundamental problem is that white people and black people are different. They differ intellectually and temperamentally. These differences result in permanent social incompatibility.
