This is bulk and goes to every mailing address in the country and isn't used for anything other than to provide people a checklist to vote by mail...

I get the point you're trying to make but this doesn't really help it in anyway.

Everyone who has a mailbox knows you'll get the wrong mail occasionally.

Nope. We get mail maybe twice a week. We have had about 30 different mail carriers in the past 8 years decreasing in intelligence as they went. They routinely stuff our box with random crap they forgot and deliver packages of my neighbors. Some nights we get our mail at 10pm or never. We have missed bills and checks. The post office should be no more or really only commit to one day a week.
