I suppose the biggest problem is that they don't have a lot of natural resources safely nearby, which means that you'd have to pay them to unload the ship, do the manufacturing, then reload the ship. And each handling stage is another risk of theft.
Perhaps what could be done instead is build a big harbor and put small factories on the ships and allow workers to work aboard the ships so that they do not risk losing inventory or capital assets. Idk. I just think that Africa has good potential as long as we support the good people and stop feeding the animals.
Safe is the operative word. China invests so many resources there because they know that they can sink money into warlords to get resources. To them it doesn't matter who gets the resources as long as they get to China.
The US has been caught up in this shell game of humanitarianism that is totally bullshit at every angle. But at the least, it prevents US companies from buying from warlords. So we have to work with these governments who are not only corrupt but also ineffective at controlling the rural areas.
If the US really cared about democracy in Africa, we would send a task force to colonize Africa like a modern form of what the British did to India. Start in Liberia and colonize radially. Teach English and one other language, and then give voting rights only to those who have been assimilated under the Liberian rule of written laws and who have access to legal services.
And as for land ownership, maintain property rights by recording original property ownership and allowing investors to come in and buy up property. Eminent domain would be a tough nut because it requires a voting public and a fair market value for eminent domain to be fair.
That would be an absolute waste. We need to get out of Africa and let them figure out their own shit. If they want to live in huts, hump holes in the ground and eat albinos then so be it.

This being said, India is turning out to be pretty based. And they are 3-4x the population of the US. They could be our best ally, and we will need them for how useless most of Europe has become.

But perhaps they are given a worse rap than they deserve. The US did free the Philippines from Spain, despite the US also massacring a lot of Philipinos with the initial intention of controlling the islands.
