Random theory I saw somewhere on the webs. This was like 20 years ago.

Young people: Idealistic and lacking life experience. Giving everybody free stuff actually sounds like a good thing. The concepts necessary to understand why this won't work have not yet been imprinted into the brain.

Middle age: Practical. Educated. They're in their earning years and have the most to lose from retarded policies that don't work.

Elderly: Time's almost up, bro. Last call, then you're out the door. How will you be remembered after you're gone? Giving stuff to others is a pretty easy way to do that. Worldly possessions begin to feel useless. At this point, to some people, the siren call of communism starts to sound pretty attractive.

That was written a long time ago, by somebody else, but it's pretty much timeless.
