The "protesters" are claiming the CHP car ran over the "protestor". Correct me if I'm wrong, but doesn't a car running over someone require the car to be over the person. I see no car over the person. Thus I can only come to one conclusion...

The "protestor" tried to run over the CHP car with his body, and failed.
