Lincoln originally wanted to ship all the freed slaves back to Africa [Liberia], or partition out a parcel of land for them for self-governance. The absolute worst thing for the United States was that neither of these actually happened.
Instead political (and logistical/military) necessity at the time required a drastic, immediate action like the Emancipation Proclamation to facilitate the absorption of blacks into the Union army.
What a shame. Still dealing with the consequences today -- neither party is happy with the outcome, and blacks are perpetually aggrieved 150+ years on.
