Nope. It would lead to Dem wins every year. There is a reason our founders gave individual states power. It had nothing to do with modern senses of fairness and everything to do with sovereignty.
there isn't anything stopping small ass states from doing that without much impact, but good luck with the gerrymandering on crack that would ensue if you did it near a big city in a state with 15+ electoral votes

I personally don't like the Electoral College, but as long as there are illegal immigrants that will vote illegally. Then it is needed.
