If we proceed from the premise the world is overpopulated, the best way to address that is through voluntary means. I agree abortion is not totally voluntary towards the fetus especially late term abortions, but I support the woman's right to choose in the first trimester.
I think a better plan would be to make vasectomies and hysterectomies free and readily available and perhaps even tie receiving long term benefits for nondisabled people to it. May sound a bit 'eugenicist' but it's just how I feel, I fear a world where idiocracy comes true and the idiots of all races abound.

For instance: 1) Chinese men outnumber Chinese women by the millions so there are families have been abducting women from other nations and forced to bear a child for Chinese men. The other problem is that around a third of Chinese men have no chance of getting married and hundreds of millions of men who don't have families can drastically destabilize a country. 2) In some places, in Africa most particularly, AIDS and other diseases are killing off the adult population so quickly that its reducing the over all population too drastically and leaving just the elderly and young children alive.

I also agree the aid we give to third world countries is counterproductive. It seems the way to get birthrates in developing countries down is to help develop the country through investments in healthcare, education, and industry, not giving food aid to local warlords to redistribute.
But I do still think voluntary sterilization could play a role even if only 2% of people go with it. For example, the rise of lgbt to just 3-5% of the western population has led to a large reduction in birthrates. I am surprised this isnt more of a thing with the male disparity in china. So by helping these poor countries become self sufficient, promoting women's rights, and offering birth control (inc sterilization) the world can curtail some of the craziest birthrates.
China, like all communist nations, is rabidly anti-LGBTQIA++. In fact, they're even against pornography and masturbation. Young men in China "confess" to doctors their masturbation habits.
Anyway, the best way to bring down the birthrate in third world countries is prosperity. Poor people (not U.S. style poor but actual poor people) use children as their healthcare and old age insurance policy and to run their businesses, farms, gardens etc so they rely very much on having big families. Social welfare and social security style programs work remarkably well to bring down the birth rate but at the same time, the problem is that they work too well (see, all first world nations). There's a way to strike the balance between the two, having enough prosperity and social welfare that children don't become an insurance policy and being able to get the populace to have normal traditional families.
Sterilization, even if you do think it's legitimate and not a illegitimate use of physical mutilation to achieve a socially engineered result, still doesn't work. The reason why is because you'd literally have to do thousands of sterilizations and no sane population will put up with that for very long. Planned Parenthood World Foundation tried to do that and even lied to the women, saying it was just check ups but sterilized them in the late 80's and 90's but the thing is, once those communities found out what was happening, they shipped out "foreign doctors" as fast as they could. If you want to know why it's so easy for a lot of people from the third world and second world hate us, its the fact that we force this schiff into their nations and they don't want it. I mean how would you like it, assuming you're more traditional, if a bunch of sophistical buttholes from a richer country came to your nation and started sado mascohistic dancing in the streets to celebrate buttsex? Most normal societies have a very low tolerance for that.
Furthermore, at best, you can only settle the problem, even if you could sterilize hundreds of thousands in any one country, for a few years. Even if you could run the program continuously, which is basically what sex education and planned parenthood do in the U.S., it throws everything else out of wack. The way to solve societal problems isn't by social engineering. The worse effect of social engineering is exactly what is happening in western nations - they quest to root out religion, cut down the population and push equity has led to a nation of antireligious freaks pushing wacko marxist religions, all the wrong populations having the most kids and well, extreme outgrowths like BLM, antifa.
