When he slides his hands down her arms that signifies to me that he thinks he controls her. She's already uncomfortable with his hands on her shoulders, he leans in and whispers something, she tenses up a bit, but nods. He slides his hands down her arms like "you're not going anywhere." It's also a bit patronizing like, "there, there you have nothing to be concerned about."

My guess is that he whispered something like, "Wasn't it all worth it?" to her meaning some sort of shit the couple had to put up with for the husband to succeed.

You see this a lot with him. Like that one picture where he's grabbing the teen girl's arm and whispering while she is clearly creeped out and trying to get away. Or when he's manhandling toddlers to get them in position for pictures. It's all about control and really an attitude that he thinks people are possessions and pawns for him to manipulate. He's a psychopath.
