Well, it depends on if liquer licenses are in the LA State constitution. Powers not explicitly given to the feds go to the states, and if the state constitutions don't explicitly give those powers to the state they are reserved by the people.

The people give certain powers to the Federal Government via the constitution. The powers are limited to what is explicitly given by the constitution. The only "living document" arguments which are valid are formal amendments to the constitution, thus most of what the federal government does is invalid. Furthermore, anything the state governments do is only valid if the state constitution specifically allows that use of power.
I would not disagree with that at all, however I commented before if one accept a license of any type, legally a license is a privilege, not a right. I got a JD License to “practice” law and then learned about the privilege & surrender the license which is not required.

Had to explain that those are life safety (need to see to exit in a emergency and need to be able to call 911) so have backups, the coffee machine doesn't.
