I have to believe that the ratio in government agencies is far worse. Some people complain about Gov't contractors for things like prisons, data processing, and anything else the public sector can provide.
In my state, renewing a driver's license always took over an hour. They contracted with AAA to provide the same service at the same price. I walked in with my completed paperwork and it took about 10 minutes. Similar thing with emissions testing.
This also relates to hierarchical systems. It's a natural phenomenon that there's always a top percentage.
