Section 1. The twenty-second article of amendment to the Constitution of the United States is hereby repealed.

Section 2. The financing, transportation, or importation into any State, Territory, or possession of the United States for political delivery or use therein of rioters, armed militia, and other domestic paramilitary organizations is hereby prohibited.

Section 3. Election votes cast via United States Postal Service or other mail courier will only be considered valid if ratified by a three-fourths majority of state legislatures in reciprocity.
