My guess is it’s not the cities that draw in liberals, it’s that cities traditional are filled with lower social costs of people who therefore cling to the democrat party as the one who offers them some sort of easy lifeline.
I also agree with requiring you pay taxes or at least work, to vote in federal elections. The only exception would be those on social security or disability benefits. Welfare doesn’t count.
