The “Look” line he constantly drops drives me fucking insane. It’s a stupid tick he literally picked up from Obama. It’s a little talking strategy that’s used when you’re not making sense or don’t know what to say, but they think it sounds smart. It’s so fucking condescending and literally only helps highlight you don’t know what the hell you are talking about.
It's unnerving, all right. But it's used to show informality, casual, regular folk talk. If you watch most politicians use it (Cruz, Jordan, Gowdy, eg.) Trump does not because he already talks straightforward and direct.
EDIT: Biden's bumbling talk is a result of his losing concentration, regardless of the words he uses.
