It's unnerving, all right. But it's used to show informality, casual, regular folk talk. If you watch most politicians use it (Cruz, Jordan, Gowdy, eg.) Trump does not because he already talks straightforward and direct.

EDIT: Biden's bumbling talk is a result of his losing concentration, regardless of the words he uses.
