Seriously though, I think this is because the municipal PD is run by mayoral/city appointees rather than elected by the people like a county sheriff. In any case these officers should (and probably do) know better, but if it comes down to it many will choose their Jobs over their Duty.
This is why the only reliable method of police appointment is through local direct election like a county Sheriff.... it also happens to be the opposite direction the politicians are trying to go.
well, obviously defund those police...
