To be fair, from the cop's perspective, he is probably thinking the arrest will protect the person in the house, since he certainly doesn't have the manpower or backing these days to be able to do shit about the fucking mob.
Charges probably won't stick.

That conversation likely did occur among them as I said above. Often when the cops have repeated calls of domestic fighting and arguing, but no one's done anything (yet) to be arrested, the cops will start running people for warrants and other options to get one of the parties out of the house. They do that when they know they'll be called back and the parties won't stop creating havoc. They also use public intoxication laws to remove parties from a volatile situation.

I think he's more doing it for the physical safety of the person inside the house due to his limited power as a patrol cop.
