Having played a lot of Civilization, and similar games, I can attest that there is War, and there is Peace, and then there is a FUCKING SHIT TON of shades in between where this guy is constantly fucking with your economy, culture, stealing your resources and technology, annexing your land via immigration and rebellion, etc. but without actually saying "We are at war now, you may officially shoot back at my guys."
When you see your enemy as weak because he acts like a civilization, and not like a warlord tribe, you will use that against him until you are forced back against the wall. Donald Trump as President with power second only to the Lord Almighty, IS that wall. And they KNOW he won't talk about red lines and then beg and plead as they piss all over those lines. If their feet cross that line, he'll cut those feet off and stand there, saying "See, now I told you not to cross that line. This is your fault." And he will barbecue and eat those feet, as they shriek in horror and agony. He might offer them a bite of foot. If they reach for it? He'll take the fucking hand, too.
This is how you get peace. By wanting peace, and via strength forcing it on those who want conquest.
And that's why you roll hard military until nukes. Then hold the world hostage while you deny everyone else nuclear weapons. Peace achieved, one city at a time.
