Back when he did do interviews, I used to think Biden was cutting himself off as if he had a time limit when he'd start to lose his train of thought. He'd go "Oh, I'm running out of time."

Now I think that he was admitting that his brain was starting to go haywire and his cognitive abilities were actually running out of time. Like he was a windup-toy that had run its course and he knew the empty-headedness was coming.
