Bevin wasn't so bad I'd hang the RINO tag on him. He was just awful at campaigning. Although the pardon thing was ridiculous.
Bevin's track record aside, I don't think he would have become the tyrant Beshear has been. Bevin wasn't breaking laws and flouting the state Constitution the way Bashear has done.
Plus, if you want to hold the pardon thing against Bevin, I doubt he would be letting violent felons march out of jail in waves because of the CCP Virus crap like Beshear has done. You fault Bevin for a few bad pardons; It doesn't even compare to the hundreds of criminals Beshear has unleashed on the public while lying about them being "non-violent."
Bevin would have also been smart enough to realize the state can't simply stay shut down while promising a bunch of money to people on unemployment that the state didn't have. He was a businessman. He would have wanted to get businesses back on their feet as fast as possible. Not take part in an unlawful power trip. It's also likely he would have called the assembly into an emergency session like the governor is supposed to do in these situations.
