I heard the saggy pants idea was pushed in black culture by others to make it easier to catch them while they’re running away and easier to spot as someone who might be into criminal activity.

Most of these guys who are advertising they like butt sex turn their bodies around 90 degrees toward the cop while running and reaching for the waistband, but most "unarmed" shootings occur with aggressive criminals who will do damage with or without a weapon. Some actually drop theirs or reach for one and these conditions count.
