The cops may have convinced him to come with them to escape the mob, under the guise of being arrested so as to appease the mob and remove him from danger.

Yep, fuck everything about that. Cops should have let these people fuck around and find out.
This is the city where the council changed the rules so cops can't use tear gas or pepper specifically to remove the Chief of Police. It worked.
