There is no way to work their way up. You can't compete with people with an IQ 15 points higher without doing bad shit to those smarter people or just already outnumbering them.
Where do Hispanics fit into that assessment? Yes, some gang members and other shitters but on the whole, the majority of them are quietly getting up at dawn, roofing and mowing and picking strawberries, and telling their kids to learn English and do well in school so they end up with better jobs working their way up. They are about 10 IQ points lower on average and yet it doesn't seem to show up as a massive wave of resentment like the blacks have.
If they were learning English as well as you say, there wouldn't be Spanish language options all over the place. I'm old enough to remember when that wasn't the case.
Hispanics aren't a race. There are ginger Hispanics and charcoal black Hispanics. They also come from many different countries. I know blacks did, too, but they integrated among themselves to a greater extent than Hispanics. There is less unity among Hispanics because of these things.

Other than big city gangs, most Spanish folks tend to do their own thing and have very conservative values. It's the Democrats who promised the gibs me dats, thereby buying votes. The NYC district with crazy AOC won somewhere around 27k votes vs moderate Michelle Caruso-Cabrera with only around 7k votes. Sad.
