He has to start with a certain seat and progress in a set order -- 'start with the seat on the far right and go left' for example -- which appears to be what hes doing. Once he knows the next seat to call, he uses the chart to get the name.
Another benefit is that the pause in looking up the correct name and calling on the next questioner allows the teleprompter guy plenty of time to load the appropriate 'answer'..
