"THE Conventions of a number of the States, having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added: And as extending the ground of public confidence in the Government, will best ensure the beneficent ends of its institution."
This tells you how to interpret thae second amendment. The declaratory clause is "A well regulated militia, being necessary to the security of a free state.." The restrictive clause is "the right of the people to keep and bear arms, shall not be infringed." What does this clause restrict? the powers of the government granted to them by the constitution.

The powers of legislation, tax, regulation, etc... that was just granted to the government by the Constitution, cannot be used to infringe on the right to keep and bear arms. It is in plain english.
