The Governor's chief of staff testified that the restrictions would never end; they would simply be replaced with other restrictions. Making a mandatory vaccine is likely what they had in mind. Following that will be, "Well, we know that vaccines are never 100% effective" so there will be even more restrictions and rulings even after they'll falsely claim that the vaccine will "end the restrictions."
