As far as NY is concerned, supposedly the govenor and the nursing homes have been working to tamp down the evidence and have tried to enact laws to keep families from suing. This is from a friend that works within the elder care system in NY state. She has seen info both authorizing the addition of Covid-19 patients to wards with no infection, and the manipulation of the rules to punish staff that attempted to blow the whistle on the practice.
That law's already been passed. It was tucked into the budget, and some legislators claimed they didn't know about it beforehand.
Cuomo's directly responsible for those deaths. His own order (which he tried to hide, but the internet is forever) directed nursing homes to accept infected patients.

I thought that was the case, but my friend was not 100% sure, so I did not want to mention it as an absolute.
