Anyone have an explanation as to why the Trumpster doesn't just order USPS (which is in the executive branch) to not carry or deliver ANY mail in ballots except absentees?

It would be a bold move, and there would be howling, but that is nothing new. Considering what is at stake, bold action is necessary imo.
How does the USPS determine whether a ballot is absentee or mail in?
Fair question. I've never used either. Are they identical in appearance?
