I am very skeptical, that's a quid pro quo. Plus it is from Reuters, the next big fat lie story.

There is nothing illegal about quid pro quo, that is how every transaction in business and politics works.

Exactly. Now, a quid pro quo CAN be illegal, based on circumstances...

Just like insider trading--it's not illegal, but there IS illegal insider trading.
