I think it's a way to call the Dems' bluff. I doubt they expected a vaccine to be produced this quickly, and they were planning to hold us hostage in lockdown for much longer while we "wait for a vaccine". When the vaccine is ready much quicker than they expected, they're going to have to try to explain why they still want everything locked down.
