In a Master's program, rigorous tests are replaced by research papers that are graded on a curve. What's even more embarrassing is that his Master's degree is in history from a school that accepts 72% of undergraduate applicants. Imagine leading two of the most selective agencies in the government where most people have PHDs, yet still bragging about your Master's degree.
Depends on the master's program. We had very rigorous tests as well as research papers, then a comprehensive exam over all courses at the end of it. Didn't pass the comps, didn't get the degree.
