As an example, I asked my mother about some of the local candidates and she said she was voting for [whoever] because [whoever] is a woman. My mom votes Trump and she also, apparently, selects candidates based on sex. This is a lessened requirement; candidates should have some capability.
I have no idea how to protect against voting based on sex, because it's a thought "crime", something that should never be policed. I think it would have to be addressed through education/tradition absolutely nixing the "she's a girl so you are required to be nice no matter what" mentality.

You can't rely on the physical upper body strength characteristics that are the underlying rationale for all the others.
